Gerard Horgan has over 30 years of experience in corrections and has served as the Superintendent of Jail Operations at the Norfolk Sheriff’s Office since February of 2013. In this role, he supervises all Uniformed, Programs, Medical, HR, Fiscal, Legal, Classification and other Administrative staff.

Superintendent Horgan oversees the daily operation of the facility and serves as a liaison to federal, state and local law enforcement agencies and the courts.

Previously, he spent 25 years at the Suffolk County Sheriff’s Department where he was Director of Human Resources, Deputy Superintendent, and Superintendent/Special Sheriff. At the SCSD, he served as the Chief Operating Officer for a facility that housed 1,600 inmates, pre-trial detainees and federal detainees.

Since 2014, he has presented at the American Jail Association Conference in the area of liability and risk management. He has also conducted trainings for correctional facilities in Kentucky, Nebraska, Iowa and Kansas and is published on Corrections.com. Superintendent Horgan is an AJA Certified Jail Manager.

Superintendent Horgan is a graduate of Northeastern University where he earned a Bachelor’s Degree in Political Science with a concentration in Public Administration. He earned his Juris Doctor from Suffolk University Law School and was admitted to the Massachusetts Bar in 1994.

For ten years, Superintendent Horgan has been an Adjunct Professor the University of Massachusetts Boston where he teaches courses in corrections and criminal justice. He has also taught numerous classes to corrections staff at various Sheriff’s offices and the Massachusetts Sheriff’s Association.
